Victor Debuchy was a French writer and historian, a native of the Pas-de-Calais. As a young man he personally witnessed the German V-weapon launch sites and the "Crossbow" operations in his home region, an experience that later informed his investigation into the secret weapons of the Third Reich. A specialist in nineteenth-century Parisian history and ballooning, he is best known for Les ballons du siège de Paris (France-Empire, 1973), a work honoured by the Académie française and the Académie de Bordeaux. He also wrote L'étrange histoire des armes secrètes allemandes (1978) and La vie à Paris pendant le siège de 1870-1871 (1999). A storyteller with an eye for lived detail, he favoured accessible historical narrative built on participants' memoirs and secondary literature.
